SOMO appreciates the opportunity for providing feedback on the Commissions proposal for a new Union Customs Code. EU supply chains need to become much more transparent to effectively address the abuses they are fraught with. EU customs law reforms can substantially contribute to supply chain transparency. In the document attached we make recommendations for changes needed to the proposal centred around this public interest.

UFE view on the Revision of the Union Customs Code Ever since our foundation in 1963 The Union of Finance Personnel in Europe (UFE) has been the only organisation representing the trade union interests of employees from all ranks and grades of the tax and customs administration authorities of Europe. UFE brings together more than 400,000 members from 40 member unions in more than 20 countries. UFEs membership comprises both EU and non-EU European Tax and Customs officials. See the UFE opinion attached. Florian Köbler President
The European Consumer Organisation (BEUC) thanks the European Commission for the ability to provide feedback on this important reform. BEUC represents 45 independent consumer organisations from 31 European countries in Brussels and defends the interests of consumers. Our acronym comes from our French name, Bureau Européen des Unions de Consommateurs. BEUC wants consumers to be protected in a global market. We think it's crucial to ensure that EU product safety, sustainability, and other relevant rules are fully respected by traders from elsewhere. We therefore welcome the European Commissions…

Finnwatch would like to thank the Commission for the opportunity to provide feedback on the Commission proposal for a regulation establishing the Union Customs Code and the European Union Customs Authority (and repealing the existing UCC). We believe a comprehensive reform is necessary as it is clear that the existing UCC is ill-fit to address challenges posed by customs work shifting to new tasks such as enforcing EU legislation on environment, human rights and climate change. For a number of years, Finnwatch has been calling for the greater transparency of, and public access to, customs…

Born Free welcomes the opportunity to provide feedback on the revised Union Customs Code. Our organisation has a long history working on wildlife trade and trafficking and we believe Member States Customs authorities play a central role in the regulation and control of wild animals and wildlife products that enter, circulate within and are exported from the EU. This role needs to be clearly recognised and its importance raised in the revised Union Customs Code in order to effectively address the threats wildlife trade and trafficking present to human health, biodiversity, the environment,…

Dear Sir/ Madam, Herewith is a copy of my master's thesis that provides an academic perspective on CAP Action 4 (the management of e-commerce). I hope this adds value to the discussion.
In its Call for evidence for an impact assessment on the Reform of the Union customs legislation , the European Commission points out multiple shortcomings of the existent legal frameworks as well the as their potential regarding human rights and environmental protection. The role of customs authorities is crucial in identifying non-compliant products at the border to protect citizen’s interest. Increasingly, Customs authorities also have a role in facilitating exchange of information and cooperation between authorities of EU (European Union) and non-EU countries. According to the…

In te Call for evidence for an impact assessment on the Reform of the Union customs legislation, the European Commission points out multiple shortcomings of the existent legal frameworks as well the as their potential regarding human rights and environmental protection. The role of customs authorities nowadays goes beyond revenue collection and extends to the detection of a product’s non-compliance with EU legislation and the protection of a citizen’s interest in the consumption of products respecting supply chain standards. According to the Commission, there is a risk that the credibility of…
For Clean Clothes Campaign, transparency in global supply chains, including on customs data, is crucial to investigate human rights abuses in international supply chains, monitor companies' practices and facilitate remedies for victims. Despite a resolution by the European Parliament (2016/2301(INI)) and regular civil society calls on the need for the UCC to be amended to require additional information to be collected and to clarify that customs data on trade parties should not be considered confidential by Member States and can be disclosed publicly; such improvements remain to be developed.…

Please find herewith the feedback of the European Consumer Organisation (BEUC) to this public consultation. BEUC is the umbrella group in Brussels for 46 independent consumer organisations. Our members are from all 27 EU Member States as well as Iceland, North Macedonia, Norway, Switzerland and the United Kingdom. A significant part of household appliances, clothes, toys and food comes from outside of the EU. International e-commerce is causing these imports to grow rapidly. While consumers may think all imports are safe and comply with EU standards, the reality is more complicated. Consumers…

Finnwatch welcomes the planned reform of the UCC and this opportunity to provide feedback. As an NGO that investigates human rights abuses in global supply chains and facilities redress and remedies for victims, we need access to supply chain information. Whereas some pioneering companies are forthcoming with this information, many companies are not. These companies’ supply chains remain shrouded in secrecy – meaning no accountability for possible human rights and environmental harm therein. Of particular concern currently is the increase of imports from Xinjiang to the EU (up nearly 28…

When crossing the external frontier of the customs territory of the Union, recreational boats must comply with the requirements of the Union Customs Code (UCC). However recreational boats may cross the external frontier of the customs territory of the Union numerous times over the 50 or more year period that they may be in use for. This results in a lack of documentary evidence to verify that the boat has the customs status of Union goods if customs authorities deem it necessary and carry out controls. The need for documentary evidence of Union status has become greater since Brexit and EU…

I believe that the major economical problem somehow associated with European Union is the increasing flux of counterfeit goods into our territory as certified by Europol. Of course this fact depends on the increasing flux of goods due to globalisation. Anyhow my personal opinion is that not all customs offices apply strict rules of control. This affects the private and public budgets. My personal opinion is that custom offices need more advanced technologies to discover counterfeit products. In particular counterfeit medicines are dangerous for our peoples. As this illegal market is managed…

IOGT-NTO welcomes the review of Directive 2008/118/EC and the opportunity to provide feedback to the EC roadmap. Whilst our feedback for the specific process on adapting the Directive to the Union Customs Code is sparse, we nonetheless have some comments on the content and context of the roadmap at large. General comments: 1. Excise duty is a key tool for member states to influence the price of goods detrimental to public health, such as alcohol or tobacco. Higher costs mean higher prices and higher prices mean lower consumption. Reductions in consumption and consequently improved public…
