1 straipsnis Dalykas 1. Šiuo reglamentu nustatomi pakuotėms per visą jų gyvavimo ciklą taikomi aplinkosauginio tvarumo ir ženklinimo reikalavimai, kuriuos jos turi atitikti, kad jas būtų galima pateikti rinkai. Juo taip pat nustatomi reikalavimai dėl didesnės gamintojo atsakomybės, dėl pakuočių atliekų prevencijos, pavyzdžiui, nebūtinų pakuočių kiekio mažinimo ir pakuočių pakartotinio naudojimo ar pakartotinio užpildymo, taip pat dėl pakuočių atliekų surinkimo ir apdorojimo, įskaitant perdirbimą. 2. Šiuo reglamentu prisidedama prie efektyvaus vidaus rinkos veikimo, nes juo suderinamos nacionalinės priemonės dėl pakuočių ir pakuočių atliekų, kad Sąjungoje būtų išvengta kliūčių prekybai ir konkurencijos iškraipymo bei ribojimo, ir kartu, remiantis poreikiu užtikrinti aukštą aplinkos apsaugos lygį, būtų išvengta pakuočių ir pakuočių atliekų neigiamo poveikio aplinkai ir žmonių sveikatai arba tas poveikis būtų sumažintas. 3. Nustatant priemones, atitinkančias Direktyvos 2008/98/EB 4 straipsnyje nustatytą atliekų hierarchiją (toliau – atliekų hierarchija), šiuo reglamentu prisidedama prie perėjimo prie žiedinės ekonomikos ir klimato neutralumo ne vėliau kaip iki 2050 m., kaip numatyta E
